Hate crime reporting in 2010

In the information received from 2008 to 2010, 50 participating States indicated that they collect some data on hate crimes, with Luxembourg and the former Yugoslav Republic of Macedonia stating that they do not compile any statistics of this type. Of the states that report collecting data, ODIHR received statistics or information on incidents of hate crimes from government agencies in 22 participating States.

ODIHR included information from 93 NGOs and seven regional organizations in 46 countries. The support provided to NGOs for the submission of hate crime data was also improved in 2010. An information sheet setting out a sample format for the reporting of hate crimes was created, translated into several languages, and sent to all of ODIHR’s NGO contacts.

ODIHR received responses to the call for submissions from seven OSCE field operations. Specifically, UNHCR offices covering 21 locations provided information to ODIHR on hate crimes. ODIHR also received information from 10 IOM field missions, coordinated by the IOM office in Geneva.

Information and recommendations from a range of IGO bodies was also included.
