France

France regularly reports hate crime data to ODIHR. Since 2012, DILCRAH has served as an inter-ministerial body and platform for co-operation to address hate crime, including through research and financial support to civil society organizations (CSOs). DILCRAH, along with a number of CSOs, is also involved in the training of judges and prosecutors, as well as police officers and gendarmes. The Central Office for Combating Crimes against Humanity and Hate Crimes (OCLCH) is an inter-agency body composed of police officers and gendarmes that is responsible for leading and coordinating the fight against crimes against humanity and hate crimes, assisting and supporting local units in this area, acting as the national contact point for both units and external entities, investigating, providing expertise and preparing threat assessments in its area of responsibility. 

Hate crime data are regularly published by the Ministry of Interior. France conducts regular surveys on hate crime victimization to measure unreported hate crimes.

Reports

Hate crime against Christians and members of other religions

The Holy See, drawing on media sources, reported 14 cases of the desecration of cemeteries and 16 of the vandalization of churches.

Racist and xenophobic hate crime

The International League against Racism and Anti-Semitism (LICRA) reported 45 cases of alleged assault and 320 cases involving alleged racist insults.

Anti-Semitic hate crime

The Service de Protection de la Communauté Juive (Jewish Community Protection Service) reported 832 incidents, of which 81 were assaults, 78 were acts of vandalism, 15 were arson attempts, 229 were threats and 360 instances of graffiti. The Stephen Roth Institute reported 195 violent incidents.

Anti-Muslim hate crime

COJEP reported the desecration of two mosques, graffiti on a Muslim cemetery, and three cases of the vandalization of properties associated with Muslims.

Anti-LGBTI hate crime

SOS-Homophobie issued a report that analyzed 1,026 LGBT-phobic incidents in France in 2009, including 88 hate-motivated physical assaults against LGBT persons.

Developments

Racist and xenophobic hate crime

International League against Racism and Anti-Semitism (LICRA) started providing legal support to victims of hate-motivated incidents. Fifty-four persons benefited from this service. Additionally, LICRA developed an online form to report hate-motivated incidents.
