Turkey

Turkey regularly reports hate crime data to ODIHR.  Turkey implemented ODIHR's Training against Hate Crime for Law Enforcement (TAHCLE) programme following a memorandum of understanding signed in 2016. The government launched a Human Rights Action Plan in 2021, which includes objectives dedicated to addressing hate crime in the country, including providing support to victims.

Reports

Hate crime against Christians and members of other religions

The Holy See and the Association of Protestant Churches reported three incidents of threats and three incidents of vandalism. The Turkish authorities reported that bias motivations were not registered in any of these cases.

The Association of Protestant Churches reported five incidents of threats, two incidents of damage to property and one suspected arson attack on a church.

Anti-LGBTI hate crime

Transgender Europe, the Red Umbrella Sexual Health Human Rights Association and the Human Rights Association reported the murders of three transgender women. The Human Rights Association reported the additional murder of a transgender woman. Transgender Europe and the Red Umbrella Sexual Health Human Rights Association reported an additional five attempted murders. Methods included shooting, strangulation, beating with sticks and petrol bombings. ​  

Transgender Europe and the Red Umbrella Sexual Health Human Rights Association reported two rapes, including the gang rape of a transgender woman, one kidnapping and knife attack, a further 18 physical assaults, including five involving knives, one which involved 25 victims and one in which the victim was shot at. Transgender Europe and the Red Umbrella Sexual Health Human Rights Association reported a further threat and a kidnapping.

Racist and xenophobic hate crime

The London Legal Group reported the murder of a Kurdish man during an attack by a group on three Kurdish men. The Human Rights Association reported two incidents of physical assaults carried out by groups causing serious injuries. The Human Rights Research Association (IHAD) reported four physical assaults, all of which were carried out by groups and three of which involved attempted lynchings, and one incident of graffiti.

Anti-Muslim hate crime

The Human Rights Association reported one incident of damage to a mosque, in which stones were thrown by a group shouting anti-Shia slogans.
