Turkey

Turkey regularly reports hate crime data to ODIHR.  Turkey implemented ODIHR's Training against Hate Crime for Law Enforcement (TAHCLE) programme following a memorandum of understanding signed in 2016. The government launched a Human Rights Action Plan in 2021, which includes objectives dedicated to addressing hate crime in the country, including providing support to victims.

ODIHR observes that Turkey has not periodically reported the numbers of hate crimes recorded by police to ODIHR.

Reports

Hate crime against Christians and members of other religions

The Holy See reported two cases of threats, one case of assault motivated by bias against Christians and two mob attacks on a church resulting in damage to property.

Racist and xenophobic hate crime

The London Legal Group reported two murders, one of a Kurdish boy and one of a Kurdish man, and a series of attacks by groups in which ten Kurdish people were shot and seriously injured. The organization also reported seven physical assaults, including two carried out by groups, one of which was against two Kurdish students and the second against an elderly Armenian woman; five assaults resulting in serious injuries, including two separate incidents against elderly Armenian women, and three incidents against Kurdish students carried out by groups; one assault against and robbery of an elderly Armenian woman resulting in serious injuries; and two cases of graffiti on property owned by Alawite people.

Anti-LGBTI hate crime

Kaos GL reported the murders of five people, including one transgender woman and four men, one of whom was transgender. Kaos GL also reported an additional 15 attempted homicides, four physical assaults resulting in serious injuries where weapons were used, a further 68 incidents of physical violence, seven rapes and eight other sexual assaults, four incidents of damage to property and 22 threats. The London Legal Group and Transgender Europe reported the murders of two transgender women. Transgender Europe also reported a further two murders and one physical assault against transgender women. The London Legal Group reported an additional two murders, two physical assaults, including one against a gay male couple and the second against a transgender woman, and an instance of threats against a gay man.
