Russian Federation

The Russian Federation's Criminal Code contains general and specific penalty enhancement provisions and substantive offences. The authorities responsible for collecting data are the Ministry of Internal Affairs, the Prosecutor's Office and the Statistical Office.

How hate crime data is collected in Russian Federation

The registration of acts motivated by extremism is carried out by law enforcement agencies according to the general rules for registering all crimes. Information is entered onto statistical cards used for registering crimes by the information centres of departments of internal affairs in the constituent entities of the Russian Federation. The Chief Information Analytical Centre of the Ministry of Internal Affairs is responsible for then collecting and revising the statistical information submitted by the information centres.

The statistical cards include a file for motives. Possible motives include: hostility, hate and reprisals on the basis of race, nationality, religion, ideology and political or social affiliation. The sampling and the entry of basic information about the committed acts onto forms used to record federal state statistics (on the identification of a perpetrator and the results of an investigation) is conducted according to the data provided on the card and based on the list of extremist crimes. Data on extremism offences can be found on the criminal statistics website of the Office of the General Prosecutor.

Prosecuting authorities do not register crimes. Prosecutors, as mandated by the Criminal Procedure Code of the Russian Federation, ensure adherence to the rule of law during the detection, investigation or prosecution of a criminal offence, including for the categories of crime mentioned above.

Racist and xenophobic hate crime

The SOVA Centre for Information and Analysis and the European Centre for Democracy Development reported the murders of two Kyrgyz men. The European Centre for Democracy Development reported two additional murders, targeting men from Tajikistan and Ukraine, and one case of vandalism. SOVA reported 20 additional physical assaults, four of which resulted in the death of the victims; and six assaults perpetrated by groups, two of which involved knives. The Moscow Protestant Chaplaincy (MPC) reported eight physical assaults, including one resulting in the death of the victim and six assaults committed by groups.

The Civic Assistance Committee Russia reported four physical assaults, including three committed by groups and one that also involved mixed biases involving racism and targeting the sexual orientation of a Cameroonian man. The Civic Assistance Committee and the UNHCR reported one physical assault against an Egyptian man. SOVA, the MPC, the Civic Assistance Committee Russia and the United Nations High Commissioner for Refugees (UNHCR) reported one physical assault on a Congolese man. SOVA and the MPC reported one additional physical assault on a Senegalese man. SOVA and the Civic Assistance Committee Russia reported one physical assault against a Sudanese man.

Anti-Semitic hate crime

The SOVA Centre for Information and Analysis reported the murder of two women, one arson attack, one physical assault and four incidents of vandalism. The Anti-Defamation League (ADL) reported the vandalization of a Holocaust memorial.

Anti-Muslim hate crime

The SOVA Centre for Information and Analysis reported two physical assaults carried out by groups, two arson attacks and four acts of vandalism. The Muslim Problem Research Centre reported one incident of vandalism.

Anti-LGBTI hate crime

The Union of Independent LGBT Activists of Russia and the SOVA Centre for Information and Analysis reported four physical assaults, including one perpetrated by a group.

The Union of Independent LGBT Activists of Russia also reported 37 physical assaults, including 16 carried out by groups and two involving clashes between groups; six robberies; three attempted robberies; and three threats. SOVA reported three physical assaults, including one perpetrated by a group.

Hate crime against Christians and members of other religions

The SOVA Centre for Information and Analysis and Jehovah’s Witnesses – Russia reported ten physical assaults, including four involving weapons; and one case of vandalism.

SOVA also reported eight physical assaults, 15 incidents of vandalism, two arson attacks, two threats and two cases of damage to property. Jehovah’s Witnesses – Russia additionally reported 18 physical assaults, two involving weapons and one carried out by a group; one robbery; five threats; two arson attacks; one burglary; seven cases of damage to property; and eight cases of vandalism, two of which involved graffiti.
