Romania | HCRW

Romania regularly reports hate crime data to ODIHR. The Ministry of Administration and Interior, the police, the Prosecutor's Office and the Superior Council of Magistracy collect hate crime data.

In 2016, Romania implemented ODIHR's Training Against Hate Crimes for Law Enforcement (TAHCLE) Programme. A specialized hate crime unit was created in the Romanian Police in 2021.

National developments

The project ‘Mission Possible’ a partnership of the Foundation Resource Centre for Ethno-cultural Diversity, the police Agent’s School and the Crime Research and Prevention Institute, Bucharest trained 28 members of the Police Agents school in Câmpina on preventing and responding to hate crimes.

KEY OBSERVATION

ODIHR observes that Romania’s law enforcement agencies have not recorded the bias motivations of hate crimes.

Anti-LGBTI hate crime

ACCEPT reported two cases of physical assault, both resulting in serious injury, including one carried out by a group against seven young women, two of whom were hospitalized.

Transgender Europe (TGEU) reported two physical assaults against transgender people.

Guidelines for policemen to stop hate crimes against LGBT people, produced by the Danish Institute of Human Rights and the ACCEPT Association, were distributed in police stations throughout Bucharest.
