About 2024 Data

    Liechtenstein does not record the bias motivations of crime, and therefore did not report hate crime data to ODIHR for 2024. The National Police only publishes data on cases of discrimination (§ 283 of the Criminal Code). Six such cases were recorded by the police, one prosecuted and one sentenced in 2024. However, these cases fall outside the OSCE hate crime definition and are not presented here.
    The National Police is currently in the process of defining the criteria for recording hate crime in the police database.

National developments

As of 2024, the National Police planned to adopt and adapt Switzerland's Crime Prevention brochure on hate speech and hate crime in accordance with Liechtenstein law. Moreover, the National Police developed the criteria for recording hate crimes in the police database. In this context, an internal information letter for the training of police employees was also developed. 

In 2024, the Government's Commission for the Protection against Violence (GSK) commissioned the Liechtenstein Institute to prepare annual documentation on extremism in Liechtenstein. In 2024, the Liechtenstein Institute published a Monitoring Report for 2023 on its website.

KEY OBSERVATION

ODIHR recognizes Liechtenstein's efforts to report hate crimes to ODIHR. However, based on the available information, it observes that Liechtenstein does not collect data on hate crimes. In addition, ODIHR observes that Liechtenstein would benefit from raising awareness among and building the capacity of criminal justice officials to address hate crime.

ODIHR recalls that in Ministerial Council Decision 9/09, OSCE participating States committed to collecting reliable data and statistics on hate crimes. Participating States also committed to introducing or further developing professional training and capacity-building activities for law enforcement, prosecution, and judicial officials dealing with hate crimes. ODIHR stands ready to support Liechtenstein in meeting its relevant commitments through the provision of comprehensive resources and tailored assistance in the area of hate crime recording and data collection, as well as through further resources and tailored capacity-building assistance for police, prosecution, and judiciary.


Our methodology

OVERVIEW OF INCIDENTS REPORTED BY CIVIL SOCIETY

For 2024, ODIHR did not receive any reports of hate crimes or hate incidents in Liechtenstein from civil society organizations. This is not an indication that hate crimes are not taking place, only that they have not been reported to civil society or to ODIHR.

To address under-reporting, ODIHR encourages any civil society organizations or groups that monitor hate incidents in Liechtenstein to report these to ODIHR at hatecrimereport@odihr.pl.
