About 2023 Data

    The police records include 57 cases recorded under Article 330 (Incitement of racial, ethnic, national, religious, or interregional hatred), and which therefore fall outside the OSCE hate crime definition.
    No cases were recorded under the hate crime provisions.
    The number of sentenced cases include 13 cases sentenced under Article 330 (Incitement of racial, ethnic, national, religious, or interregional hatred), and which therefore fall outside the OSCE hate crime definition.

KEY OBSERVATION

ODIHR recognizes Kyrgyzstan's efforts to report its hate crime information and data to ODIHR. However, based on the available information, it observes that Kyrgyzstan's hate crime statistics do not sufficiently distinguish hate crimes from other crimes, while also not recording thebias motivations of hate crimes. In addition, ODIHR observes that Kyrgyzstan would benefit from raising awareness among and building the capacity of law enforcement and criminal justice officials to address hate crimes.

ODIHR recalls that in Ministerial Council Decision 9/09, participating States committed to collect reliable data and statistics in sufficient detail on hate crimes and to report such periodically to ODIHR. . Participating States also committed to introducing or further developing professional training and capacity-building activities for law enforcement, prosecution and judicial officials dealing with hate crimes. ODIHR stands ready to support Latvia in meeting its relevant commitments through the provision of comprehensive resources and tailored assistance in the area of hate crime recording and data collection, as well as further resources and tailored capacity-building assistance for police, prosecution, and judiciary.
