Hate crime recorded by police
KEY OBSERVATION
ODIHR observes that Tajikistan has not reported data and information on hate crimes to ODIHR since 2008. ODIHR observes that Tajikistan has not nominated a National Point of Contact on hate crimes. In addition, ODIHR observes that Tajikistan would benefit from raising awareness among and building the capacity of criminal justice officials to address hate crime.
ODIHR recalls that in Ministerial Council Decision 9/09, OSCE participating States committed to periodically reporting to ODIHR reliable information and statistics on hate crimes. Participating States also committed to introducing or further developing professional training and capacity-building activities for law enforcement, prosecution and judicial officials dealing with hate crimes. ODIHR stands ready to support Tajikistan in meeting its relevant commitments through the provision of comprehensive resources and tailored assistance in the area of hate crime recording and data collection, as well as through its resources and tailored capacity-building assistance for police, prosecution, and the judiciary.
OVERVIEW OF INCIDENTS REPORTED BY CIVIL SOCIETY
For 2024, ODIHR received reports of hate incidents in Tajikistan from the following civil society organizations:
Eurasian Coalition on Health, Rights, Gender and Sexual Diversity (ECOM)
In addition, some incidents were submitted by UNHCR as part of their ongoing monitoring.

All incidents submitted by the above organizations have been analysed by ODIHR. Those that were broadly considered to be hate crimes within the OSCE definition (criminal offence committed with a bias motive) are listed in the tables below according to the bias motivation category. Some incidents involved multiple biases and may be listed in multiple categories.
ODIHR’s insightsFor 2024, ODIHR received reports of five hate incidents that took place in Tajikistan in the following bias motivation categories: anti-LGBTI, and racist and xenophobic. ODIHR observes that the racist and xenophobic incident reported included the violent assault of a 15-year-old Afghan refugee boy by a group of over 20 men. ODIHR further notes that the anti-LGBTI incidents reported involved blackmail, extortion, and threats by police officers, including cases where victims were tricked into meetings, physically assaulted, and forced to pay bribes under threat of prosecution based on their sexual orientation. It should be noted that ODIHR did not receive any reporting related to anti-Christian, anti-Semitic, anti-Muslim, other religion or belief, anti-Roma or disability hate incidents in Tajikistan. This indicates potential gaps in the information reported here. |
