The United Nations Committee on the Elimination of Racial Discrimination (CERD) published relevant recommendations in its "Concluding observations on the combined twenty-fifth and twenty-sixth periodic reports of the Russian Federation".
ODIHR observes that the Russian Federation has not reported data and information on hate crime to ODIHR. In the absence of an official submission and statistics, ODIHR is not able to provide further observations on hate crime data collection in the Russian Federation. In addition, ODIHR observes that the Russian Federation would benefit from reviewing its existing legal framework to ensure that bias motivations can be effectively acknowledged and appropriate penalties can be imposed on the perpetrators.
ODIHR recalls that in Ministerial Council Decision 9/09, OSCE participating States committed to periodically reporting to ODIHR reliable information and statistics on hate crimes. Participating States also committed to enacting specific, tailored legislation to combat hate crimes, providing for effective penalties that take into account the gravity of such crimes. ODIHR stands ready to support the Russian Federation in meeting its relevant commitments through the provision of comprehensive resources and tailored assistance in the area of hate crime recording and data collection, as well as through further resources and tailored legislative advice.
