2022 Call for Civil Society Submissions

ODIHR is now collecting data and information from civil society groups on hate incidents that occurred in the OSCE region in 2022.

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) publishes its hate crime report on 16 November each year. The report represents the largest dataset on hate crime in the world, and provides an overview of hate crimes reported by states alongside hate incidents reported by civil society, international organizations and the Holy See across the OSCE's 57 participating States. Reporting by civil society is essential, as it complements official data and highlights potential under-recording of hate crimes by states.

Please submit your data and information to ODIHR by 30 April 2023 by emailing tndinfo[a]odihr.pl

What information should be included when submitting incidents?

ODIHR processes both statistical data and detailed descriptions of hate incidents reported by civil society.

Data and information sent to ODIHR are reviewed for accuracy and to ensure that they conform to the OSCE's concept of hate crime (a criminal offence motivated by bias). As such, incidents of discrimination and hate speech are excluded from our reporting. We ask civil society groups to provide detailed information about each incident, including the location, the date and any indications that the incident was motivated by bias.

When preparing your submission, please follow the guidance provided in the factsheets below. The template (linked above) can be downloaded and the table edited to include the incidents you wish to report. This will help to ensure that your incidents are included when ODIHR publishes its 2022 Hate Crime Report on 16 November 2023. 

Prior to publication, all civil society contributors will receive an email inviting them to review the information they submitted. The consultation period will take place in September and October 2023.
