On 8 December 2020, The National Council against Racism and Intolerance adopted the first National Action Plan against Racism and Intolerance for years 2020-2023. It provides for, among others, improved electronic registration of racist violence incidents via the PoliceOnline network and the application for brief police reports.

ODIHR Recommendations

ODIHR recognizes Greece's efforts to improve the recording and data collection mechanisms. However, based on the available information, it observes that Greece has not made the hate crime data public. In addition, ODIHR observes that Greece would benefit from raising the awareness and building the capacity of criminal justice officials about hate crimes.

ODIHR recalls that in the Ministerial Council Decision 9/09, participating States have committed to making reliable and detailed data and statistics on hate crimes public. In the Ministerial Council Decision 9/09, participating States have also committed to introducing or further developing professional training and capacity-building activities for law-enforcement, prosecution and judicial officials dealing with the hate crimes. ODIHR stands ready to support Greece in meeting its relevant commitments through the provision of comprehensive resources and tailored assistance, as well as further resources and capacity building assistance for police, prosecution, and judiciary.
