The authorities monitored and reported on 179 "offences with extremist context" – a category that includes criminal forms of intolerance other than hate crimes. While the numbers presented here only represent hate crimes according to the OSCE definition, the breakdown by bias motivation below is based on these "extremist offences". The reported number of prosecuted hate crimes represents the number of people charged. The sentencing figure represents the number of people convicted, some of whom may have committed more than one hate crime.

The government-run and Norwegian-funded Campaign Against Racism and Hate Violence has produced several methodological guidance documents for police on identifying and responding to hate crimes and dealing with hate crime victims. As part of the campaign, the civil society group IUSTITIA has trained 257 police officers, spokespersons and municipal police officers on hate crimes.
