The Sector for Criminal Statistics at the General Directorate of State Police added a column in the crime statistics, defining the motive for all crimes committed, in order to clearly identify the bias motive in recorded cases.
In May, ODIHR, together with the OSCE Presence, Prosecutor’s Office, the Police and several civil society organizations, organized a one-day workshop on improving the police recording of hate crimes. The workshop resulted in 12 recommendations to the Albanian authorities, including the above action.
A module on hate crime has been included in the curricula of the Security Academy at the Bachelor level, as part of a course on elements of crimes, interviewing and investigation.
The OSCE Presence organized training sessions on hate crimes for the police in seven police regions across the country.
ODIHR observes that Albania has not periodically reported to ODIHR the numbers of hate crimes recorded by police.
