The Turkish National Police Academy and ODIHR signed an agreement to implement the Training Against Hate Crime for Law Enforcement (TAHCLE) programme. Sixty police officers were trained as trainers, following which the TAHCLE course was cascaded to 1,146 people at seven Police Vocational Colleges and ten Police Vocational Training Centres, and for 223 people at the Turkish National Police Academy. Employees of the General Directorate of Security were also trained.

The Turkish National Police Academy drafted the publication "Gender Based Approach in Security Management", which instructs police on the prevention of hate crime targeting women and LGBT people.

Some of the hate crime provisions in the Turkish Criminal Code, as well as the sentencing clause, enabling the consideration of aims and motive of a crime to be taken into consideration when sentencing, were amended.

ODIHR Recommendations

ODIHR observes that Turkey has not periodically reported the numbers of hate crimes recorded by police to ODIHR.
