The authorities monitored and reported on 143 "offences with extremist context" - a category that also includes other criminal forms of intolerance. The numbers presented here only represent hate crimes according to the OSCE definition. The reported number of prosecuted hate crimes represents the number of people charged. The sentencing figure represents the number of convicts, some of whom may have committed more than one hate crime.

The police have developed a new manual on the investigation of extremist crimes, which addresses hate crime and how to work with hate crime victims.

As part of the Campaign Against Hate Violence, 300 police officers were trained on investigating hate crimes and on methods to work with hate crime victims. Civil society organizations were involved in the training activities and the civil society group, In Iustitia, developed a manual on addressing hate crimes and providing support to hate crime victims for the police.

The Ministry of the Interior has begun preparatory work to amend the reporting forms and statistical system used for monitoring extremist crime.

ODIHR Recommendations

ODIHR observes that the Czech Republic has not reported on cases of hate crimes separately from cases of hate speech and/or discrimination.
