Greece introduced a special aggravating circumstance provision to its criminal code. Article 81A instructs judges to enhance sentences in cases of hate crime. The amendments also added disability to the list of protected characteristics.

The Hellenic School for Judges committed to implement ODIHR’s Prosecutors and Hate Crime Training (PAHCT) programme.

The Racist Violence Recording Network reported 32 physical assaults, including five causing serious injury and several also involving damage to property; and nine incidents of threats. Victims included 18 people from Afghanistan, eight people from Bangladesh, three from each of Nigeria, New Guinea and Pakistan, two from each of Cameroon, Eritrea, Ethiopia and Haiti, and one person from each of Albania, Ghana, Iran, Romania, Rwanda and Sudan.

KIS reported four additional incidents of graffiti, one of which targeted the same Holocaust memorial. The GHM reported one bombing threat against a local Jewish community centre and one incident of graffiti in a Jewish cemetery.

In its fifth report on Greece, the European Commission against Racism and Intolerance (ECRI) recommended including sexual orientation and gender identity in the mandate of new anti-racism police units. It also recommended that the authorities offer training to police, judges and prosecutors on violent incidents and the application of Article 81A of the Criminal Code, which concerns hate crimes.

ODIHR Recommendations

ODIHR observes that the law enforcement agencies of Greece have not recorded the bias motivations of hate crimes.
