Гендерно мотивированные преступления на почве ненависти - это уголовные преступления, совершаемые по мотивам предубеждений против пола человека, что означает, что правонарушитель выбирает цель своего преступления на основе гендера или демонстрирует враждебность к нему во время нападения.
Преступления и инциденты на почве ненависти, о которых сообщается БДИПЧ, могут совершаться с одним мотивом, основанным на предубеждении,  при котором цель была выбрана исключительно исходя из пола или гендера, или по нескольким мотивам, при которых предвзятость  по признаку пола пересекается с предвзятостью по другому защищенному признаку, такому как инвалидность, этническая принадлежность, раса или религия. Некоторые инциденты, о которых сообщалось БДИПЧ, также совершались по мотивам предвзятого отношения к женским организациям, мероприятиям и отдельным лицам.

Государства-участники ОБСЕ признали важность решения проблемы равенства между мужчинами и женщинами и взяли на себя обязательство принять План действий ОБСЕ 2004 года по поддержке гендерного равенства. В том же году гендерно-мотивированные преступления на почве ненависти были впервые упомянуты в решении Совета министров ОБСЕ.
БДИПЧ публикует отчеты о "преступлениях на почве ненависти, совершенных по признаку пола," с 2013 года, изменив название этой категории на "гендерно мотивированные преступления на почве ненависти" в 2021 году. Соответствующие отчеты базируются на официальных статистических показателях о преступлениях на почве ненависти, совершенных по мотивам пола и гендера, предоставленных некоторыми государствами-участниками ОБСЕ. Занижение фактических показателей в отчетности препятствует усилиям, направленным на формирование политики для решения проблемы гендерно мотивированных преступлений на почве ненависти. Например, в 2019 году только девять государств предоставили отчеты о гендерно мотивированных преступлениях на почве ненависти. Кроме того, большинство потерпевших от гендерно мотивированных преступлений на почве ненависти не сообщают о пережитом, что подчеркивает проблему, связанную с заниженными показателями.
