Северная Македония
Северная Македония регулярно сообщает БДИПЧ данные о преступлениях на почве ненависти. Северная Македония внедрила программу БДИПЧ "Обучение правоохранительных органов мерам борьбы с преступлениями на почве ненависти" (ОБПН) в 2014 году, обучив в рамках программы к 2018 году более 2000 сотрудников полиции. После внесения изменений в положения о преступлениях на почве ненависти в 2018 году, в декабре 2021 года БДИПЧ провело повторный курс подготовки инструкторов для полиции. Северная Македония в 2019 году внедрила программу БДИПЧ "Обучение сотрудников прокуратуры мерам борьбы с преступлениями на почве ненависти" (ОПБПН), а в 2022 году совместно с Миссией ОБСЕ в Скопье провела обучение сотрудников судебных органов по вопросам преступлений на почве ненависти.

The above data refers to the total number of registered crimes in accordance with the provisions of the Criminal Code of the Republic of North Macedonia. The figures include 33 cases of hate speech and one case of discrimination that fall outside the OSCE's hate crime definition.

KEY OBSERVATION
ODIHR recognizes North Macedonia's efforts to report to ODIHR. However, based on the available information, it observes that North Macedonia has not reported data on hate crimes recorded by the prosecution and the judiciary to ODIHR. ODIHR also observes that North Macedonia's law enforcement agencies have not recorded the bias motivations behind hate crimes and that police statistics do not sufficiently distinguish hate crimes from other crimes. In addition, ODIHR observes that North Macedonia would benefit from further raising awareness among and building the capacity of criminal justice officials to address hate crime.
ODIHR recalls that in Ministerial Council Decision 9/09, OSCE participating States agreed to a definition of hate crime shared by all OSCE participating States, and committed to collecting reliable data and statistics in sufficient detail on hate crimes, and to reporting such data periodically to ODIHR. Participating States have also committed to introducing or further developing professional training and capacity-building activities for law enforcement, prosecution, and judicial officials dealing with hate crimes. ODIHR stands ready to support North Macedonia in meeting the relevant commitments through its comprehensive resources and tailored assistance in the area of hate crime data and through the provision of comprehensive resources and assistance.
