Антимусульманские преступления на почве ненависти

Несмотря на то, что стереотипы против мусульман существовали на протяжении веков, в последние годы они получили новое развитие и набрали силу в условиях "войны с террором", глобального экономического и миграционного кризисов, а также проблем, связанных с организацией работы в среде религиозного и культурного разнообразия. В анти-мусульманской риторике мусульман часто ассоциируют с терроризмом и экстремизмом, а присутствие мусульманских общин представляют как угрозу национальной безопасности. О мусульманах часто говорят как о монолитной группе, культура которой несовместима с правами человека и демократией. В отчетах БДИПЧ можно увидеть рост числа количества преступлений и инцидентов на почве ненависти против мусульман после террористических атак или в годовщины таких атак. Нападения на мечети - особенно по пятницам или по религиозным праздникам - включая оставление остатков свиней перед мечетями, местами проведения мероприятий и домами мусульманских семей, а также нападение на женщин, носящих платки, входят в число наиболее регистрируемых инцидентов на почве ненависти против мусульман.

Начиная с 2002 года, государства-участники ОБСЕ открыто осуждают акты дискриминации и насилия в отношении мусульман и решительно выступают против отождествления терроризма и экстремизма с какой-либо религией или культурой. В Астанинской декларации (2010) подчеркивается, что международные события и политические проблемы не могут служить оправданием для любой формы нетерпимости или дискриминации в отношении мусульман, и содержится призыв к государствам-участникам бороться с анти-мусульманскими предрассудками и стереотипами.
Преступления на почве ненависти против мусульманам могут регистрироваться по разным категориям, включая преступления на почве религиозной ненависти, преступления на почве этнической предвзятости, и кроме того они могут регистрироваться отдельно или как преступления на почве расизма и ксенофобии. Мусульманские НПО развивают свои возможности для мониторинга путем проведения информационно-просветительской работы и подачи отчетов онлайн, признавая значительность мониторинга преступлений на почве ненависти как важного инструмента адвокации. В то же время, недоверие к властям в некоторых странах также приводит к занижению сведений о преступлениях на почве ненависти против мусульман, и это, судя по всему, существенно сказывается на данных о преступлениях на почве ненависти, которые подаются БДИПЧ.
