Соединенное Королевство регулярно предоставляет БДИПЧ данные о преступлениях на почве ненависти.
Власти тесно сотрудничают с гражданским обществом, заключив соглашения об обмене информацией между полицией и Фондом общественной безопасности (CST), а также организациями Galop и Tell MAMA, что позволяет обмениваться зарегистрированными данными о происшествиях. Королевская прокурорская служба (CPS) регулярно созывает внешнюю консультативную группу по преступлениям на почве ненависти, в которую входят представители общественных организаций, групп защиты прав жертв, научные работники с соответствующими знаниями и другие эксперты. Члены внешней консультативной группы внимательно изучают политические и практические меры Королевской прокурорской службы и сообщают о необходимых изменениях и улучшениях.
В Северной Ирландии Министерство юстиции возглавляет межведомственную Группу по борьбе с преступлениями на почве ненависти (HCDG), сформированную с целью определения стратегических, межправительственных приоритетов и разработки новых подходов к борьбе с преступлениями на почве ненависти. Группа собирается раз в квартал и включает представителей правительственных ведомств, органов уголовного правосудия и групп жертв. Министерство юстиции и Полицейский совет Северной Ирландии совместно финансируют работу Партнерств по охране правопорядка и общественной безопасности (ПООПБ). Эти партнерства взаимодействуют и консультируются с местным населением, а также работают с местными партнерами над выявлением и определением приоритетных проблем общественной безопасности и охраны правопорядка, разрабатывая инициативы и проекты для их решения.
В Шотландии действует Группа стратегического партнерства по борьбе с преступлениями на почве ненависти (SPG), которая объединяет органы уголовного правосудия и организации гражданского общества, обладающие опытом борьбы с преступлениями на почве ненависти. SPG способствовала обеспечению межведомственного стратегического подхода к разработке Стратегии борьбы с преступлениями на почве ненависти в Шотландии. Закон о преступлениях на почве ненависти и общественном порядке (Шотландия) 2021 года получил королевское одобрение и был принят как акт парламента 23 апреля 2021 года. Его положения вступили в силу 1 апреля 2024 года.
Колледж полиции Соединенного Королевства разработал руководство по реагированию на преступления на почве ненависти для полиции, а Королевская прокурорская служба (CPS) выпустила соответствующее руководство для прокуроров и опубликовала заявления о государственной политике в отношении конкретных видов преступлений на почве ненависти.
Данные полиции и прокуратуры, охватывающие отчетный период с апреля по март соответствующего года, регулярно публикуются соответствующими органами уголовного правосудия Англии и Уэльса, Северной Ирландии и Шотландии.

Police data represent hate crimes recorded in England and Wales (103,379), Northern Ireland (961) and Scotland (6,736). More than a half of hate crimes recorded by police represent "public order offences", some of which fall outside of the scope of the OSCE's definition of hate crime. The total numbers of police recorded hate crimes by bias motivation presented below are higher than this overall number because of cases involving more than one bias. Prosecution data breakdown is as follows: 611 in Northern Ireland, 12,828 in England and Wales and 4,616 in Scotland. The number of convictions is for England and Wales only.
Hate crime recorded by police
The disaggregated data below are for England and Wales only. The Police and several civil society organizations involved in monitoring hate incidents (including Community Security Trust, Galop and Tell MAMA) are on a regular basis exchanging data about the recorded incidents. This data sharing is governed by the Information Sharing Agreements signed between the Police and each of the civil society organizations. As a result, some of the information presented below as part of the official monitoring of hate crimes (particularly data on anti-Semitic hate crime and hate crime motivated by intolerance against Muslims) is also included in the reporting by the above mentioned civil society organizations elsewhere on this page.
KEY OBSERVATION
ODIHR observes that the United Kingdom has met most OSCE commitments on hate crime data collection and reporting.
