Северная Македония
Северная Македония регулярно сообщает БДИПЧ данные о преступлениях на почве ненависти. Северная Македония внедрила программу БДИПЧ "Обучение правоохранительных органов мерам борьбы с преступлениями на почве ненависти" (ОБПН) в 2014 году, обучив в рамках программы к 2018 году более 2000 сотрудников полиции. После внесения изменений в положения о преступлениях на почве ненависти в 2018 году, в декабре 2021 года БДИПЧ провело повторный курс подготовки инструкторов для полиции. Северная Македония в 2019 году внедрила программу БДИПЧ "Обучение сотрудников прокуратуры мерам борьбы с преступлениями на почве ненависти" (ОПБПН), а в 2022 году совместно с Миссией ОБСЕ в Скопье провела обучение сотрудников судебных органов по вопросам преступлений на почве ненависти.

KEY OBSERVATION
ODIHR recognizes North Macedonia's efforts in building the capacities of prosecutors in prosecuting hate crimes effectively. However, based on the available information, it observes that the law enforcement agencies of North Macedonia have not recorded the bias motivations behind hate crimes. In addition, ODIHR observes that North Macedonia would benefit from raising the awareness and building the capacity of its police in relation to hate crimes.
ODIHR recalls that in the Ministerial Council Decision 9/09, participating States have committed to promptly investigating hate crimes and ensuring that the motives of those convicted of hate crimes are acknowledged. To that end, the law enforcement agencies must, first of all, record the bias motivation behind hate crimes. In the Ministerial Council Decision 9/09, participating States have also committed to introducing or further developing professional training and capacity-building activities for law-enforcement, prosecution, and judicial officials dealing with hate crimes. ODIHR stands ready to support North Macedonia in meeting its relevant commitments through the provision comprehensive resources and tailored assistance in the area of hate crime recording and data collection, as well as further resources and tailored capacity building assistance for police.
