ODIHR observes that the Russian Federation has not periodically reported reliable information and statistics on hate crimes to ODIHR.

Incidents reported by civil society, international organizations and the Holy See

Reports

Racist and xenophobic hate crime

The Moscow Protestant Chaplaincy reported four assaults resulting in serious injuries, including two carried out by groups; three assaults resulting in serious injuries that also involved robberies, including two carried out by groups and one in which the victim was pushed onto the train tracks in a metro station; and a further two physical assaults. All of the victims were men of African descent. The SOVA Centre for Information and Analysis and World Without Nazism reported one attack by a group on an Armenian café that involved gunshots and resulted in the hospitalization of one person. The SOVA Centre for Information and Analysis also reported that 136 people were victims of racist or ethnically-motivated attacks.

World Without Nazism reported three murders, one of which involved the mutilation of the corpse. In all cases, the victims were stabbed to death; a series of attacks conducted over three days against stalls run by people of migrant background.

World Without Nazism reported a further six physical assaults causing serious injuries, including an attack by a large group against the inhabitants of a hostel who were from Uzbekistan and Tajikistan; a further nine physical assaults, including five carried out by groups; two incidents of damage to property; one arson attack against a motel housing migrant workers; and four incidents of graffiti.

Anti-Semitic hate crime

The Euro-Asian Jewish Congress (EAJC), the SOVA Center for Information and Analysis and World Without Nazism reported one physical assault by a group against a Jewish group of people, resulting in serious injuries. The SOVA Center for Information and Analysis reported a further eight incidents of vandalism, one bombing and two arson attacks on Jewish sites. The EAJC and World Without Nazism reported one incident of damage to property and one incident of the desecration of a Jewish cemetery. In addition, the EAJC reported one incident where a pig’s head was placed inside a Jewish community centre; two physical assaults; two incidents of the desecration of synagogues; one incident of damage to property that also involved the desecration of a menorah; two incidents of graffiti on Jewish community buildings; three arson attacks, including on a Jewish restaurant and a synagogue; and one incident of the desecration of a Holocaust memorial.

World Without Nazism reported one attempted arson attack against a Jewish community centre; nine incidents of graffiti; two incidents of the desecration of Holocaust memorials; and one incident of damage to property against a Jewish community centre.

Anti-Muslim hate crime

The Muslim Problems Research Centre reported five incidents of the desecration of places of worship, including three cases of graffiti on a mosque, one incident where pigs’ legs were left by the entrance of a mosque and an incident where a pig’s head was impaled on a fence outside the entrance of a mosque. The Centre also reported a further three arson attacks against mosques; one case of damage to a mosque, in which the windows were broken; and four physical assaults, including three against women. The SOVA Centre for Information and Analysis reported nine incidents of vandalism against personal property and buildings, such as mosques, including four arson attacks and one bombing.

World Without Nazism reported the murder of a madrassa teacher, who was shot dead; one physical assault against an imam and his family, causing serious injuries to the imam’s wife and son; one additional physical assault; one incident of the desecration of a place of worship, in which a pig was buried on the building site of a new mosque; one arson attack on a mosque; and three incidents of the desecration of mosques.

Hate crime against Christians and members of other religions

The SOVA Center for Information and Analysis reported 14 physical assaults, of which 13 targeted Jehovah’s Witnesses, 30 attacks against sites belonging to the Russian Orthodox Church, including two cases of arson. It also reported: one case of vandalism against a Baptist prayer house; one case of vandalism against a pagan temple and tomb; and one case of vandalism against a Yazidi grave.

The European Association of Jehovah's Christian Witnesses / Jehovah’s Witnesses – Russian Federation reported 20 physical assaults resulting in serious injuries, including one by a group against a man and his nine year-old brother, 14 physical assaults, five threats against individuals, three threats that included damage to properties, 11 desecrations of places of worship, one including a threat, two incidents of damage to property and three incidents of graffiti. World Without Nazism reported one physical assault causing serious injury, five physical assaults, one threat, one arson attack on an Orthodox church, one incident of damage to property and 18 incidents of the desecration of places of worship.

Anti-LGBTI hate crime

The Russian LGBT Network, the SOVA Centre for Information and Analysis and ILGA-Europe reported the rape and murder of a man whose body was then set on fire, as well as two physical assaults. The Russian LGBT Network and World Without Nazism reported one physical assault by a group against a city council deputy and two LGBT activists. The Russian LGBT Network reported a further two murders; two attacks involving physical assaults committed by groups in connection with LGBT events; three physical assaults by groups, also in connection with LGBT events, including two physical assaults resulting in serious injury, in one of which a man lost an eye after being shot; one physical assault against two women, resulting in serious injury; a further 18 physical assaults, including one that also involved a robbery; and one incident of graffiti on the home of a gay man.

World Without Nazism reported two murders; one physical assault causing serious injuries carried out by a group against a gay man that involved death threats; ten physical assaults, including four carried out by groups during LGBT events, one in which tear gas was sprayed into a gay nightclub; and one incident of graffiti. The majority of victims in the above-mentioned attacks were gay men. The SOVA Centre for Information and Analysis also reported an additional 23 physical assaults.

INTERNATIONAL REPORTS

Racist and xenophobic hate crime

The United Nations High Commissioner for Refugees (UNHCR) reported that the Russian Ministry of Regional Development published "Strategy of the State National Policy of the Russian Federation for the Period through 2025" to address ‘inter-ethnic conflicts’ and strengthen ethno-cultural relations by 2020. The proposals include funding NGOs involved in the integration of migrants and introducing classroom curricula on inter-ethnic relations.

The United Nations Committee on the Elimination of Racial Discrimination (CERD) recommended that the Russian Federation ensure prompt action by the police, prosecutors and judiciary in investigating and punishing racially-motivated crimes, and collect and publish hate crime statistics.

In its fourth report, the European Commission against Racism and Intolerance (ECRI) welcomed progress achieved by the Russian Federation in a number of fields, including improvements to the criminal law, a reduction in statelessness and the targeting of ultranationalist organizations by law enforcement. It also observed a decline in the number of racist attacks. ECRI recommended that the Russian Federation revise the definition of extremism in the Federal Law on Combating Extremist Activity, to ensure that it only applies to serious cases involving hatred or violence. The law should also clearly specify the criteria to be met when declaring material "extremist".
