Hate crime recorded by police
KEY OBSERVATION
ODIHR observes that Belarus has not reported data and information on hate crime to ODIHR since 2015. ODIHR observes that Belarus has not nominated a National Point of Contact on hate crimes. In addition, ODIHR observes that Belarus would benefit from raising awareness among and building the capacity of criminal justice officials to address hate crime.
ODIHR recalls that in Ministerial Council Decision 9/09, participating States committed to periodically report reliable information and statistics on hate crime to ODIHR. Participating States also committed to introducing or further developing professional training and capacity-building activities for law enforcement, prosecution and judicial officials dealing with hate crimes. ODIHR stands ready to support Belarus in meeting its relevant commitments through the provision of comprehensive resources and tailored assistance in the area of hate crime recording and data collection, as well as through its further resources and tailored capacity-building assistance for police, prosecution, and the judiciary.
ОБЗОР ИНЦИДЕНТОВ, ПРЕДОСТАВЛЕННЫХ ГРАЖДАНСКИМ ОБЩЕСТВОМ
For 2024, ODIHR received reports of hate incidents in Belarus from the following civil society organizations:
- Human Constanta
- International Institute for Religious Freedom (IIRF)
- The Observatory on Intolerance and Discrimination against Christians in Europe (OIDAC)

All incidents submitted by the above organizations have been analysed by ODIHR. Those that are broadly considered to be hate crimes within the OSCE definition (criminal offence committed with a bias motive) are listed in the tables below according to the bias motivation category. Some incidents involved multiple biases and may be listed in multiple categories.
ODIHR’s insightsFor 2024, ODIHR received reports of 14 incidents that took place in Belarus in the following bias motivation categories: anti-Christian, anti-LGBTI, and both gender-based and anti-LGBTI. ODIHR observes that the majority of the reported incidents targeted trans persons, who were subjected to physical assaults, threats, abductions, humiliation, and coerced confessions related to their gender identity by law enforcement officers. Many of these incidents formed part of a broader campaign in which victims were systematically targeted, with several forced to leave the country. ODIHR also noted anti-Christian incidents involving arson and damage to Catholic cemeteries. It should be noted that ODIHR did not receive any reporting relating to racist and xenophobic, anti-Roma, anti-Semitic, anti-Muslim, other religion or belief, or disability hate incidents in Belarus. This indicates potential gaps in the information reported here. |
