Австрия

Австрия регулярно предоставляет БДИПЧ данные о преступлениях на почве ненависти. Внедряемая с 2021 года новая система регистрации преступлений на почве ненависти представляет собой передовую практику в регионе. Министерство внутренних дел Австрии также является членом сети гражданского общества "Hate Crime Kontern", которая укрепляет координацию борьбы с преступлениями на почве ненависти и поддержку жертв, а также сотрудничает непосредственно с организациями гражданского общества. Статистические данные о преступлениях на почве ненависти, собранные Министерством, ежегодно публикуются онлайн.

В январе 2023 года в Австрии был проведен диагностический семинар БДИПЧ по оценке национальных структур и служб поддержки жертв преступлений на почве ненависти.

Reports

Hate crime against Christians and members of other religions

The Holy See reported two incidents of theft, in which communion bread was stolen from churches. The authorities reported back that both incidents were under investigation, but a bias motive was not identified in either of the cases.

Jehovah's Witnesses – Austria reported two incidents of graffiti targeting places of worship.

Racist and xenophobic hate crime

ZARA reported ten physical assaults, including one that involved clashes between two groups, one in which the victim was stabbed, two resulting in severe injuries and two carried out by a group, one of which was also reported by the United Nations High Commissioner for Refugees (UNHCR). ZARA also reported three threats against people of Turkish or African descent, eight incidents of damage to property, six incidents of graffiti targeting refugee centres, and five arson attacks on refugee accommodations.

Anti-Semitic hate crime

The Forum against Antisemitism and the Anti-Defamation League (ADL) reported a physical assault carried out by a group against a man wearing a Star of David necklace, which caused severe injuries. The Forum against Antisemitism reported an additional 50 incidents of vandalism and one incident in which a Jewish community website was hacked.

Anti-Muslim hate crime

ZARA reported four physical assaults, including one targeting a Muslim family in which dogs were unleashed and two targeting women in headscarves; six incidents of damage to property, which included targets such as a Pakistani cultural centre, a kindergarten, and two mosques, one of which was also reported on by SETA; and 15 incidents of anti-Muslim graffiti. SETA reported a physical assault targeting a woman wearing a headscarf, two incidents of vandalism involving anti-Muslim graffiti, one threat and one incident of damage to a mosque.

The Anti-Discrimination Office Styria reported a case of attempted murder involving a car ramming into a pedestrian and three additional physical assaults targeting women in headscarves.

INTERNATIONAL REPORTS

Racist and xenophobic hate crime, Anti-Muslim hate crime

Following its Universal Periodic Review (UPR), the Austrian authorities supported recommendations to review national hate crime legislation, to establish a system to collect comprehensive data on reported hate crimes, prosecutions and sentences, and to effectively investigate and prosecute hate crimes, including those motivated by intolerance against Muslims.

Anti-LGBTI hate crime

Following its Universal Periodic Review (UPR), the Austrian authorities made the commitment to examine and respond to the recommendation to ensure that law enforcement officials conduct thorough and prompt investigations into hate crimes against LGBT people.
