2,690 members of the Guardia Civil and local police were trained on identifying and registering racist and xenophobic incidents. Spain also adopted a training manual for police and security forces that provides detailed information on key concepts, international and national standards, police best practices, and recommendations for a protocol on police practice in cases of racist or xenophobic crimes.
Official figures record 261 hate crimes. These are reported as incidents motivated by “racism, xenophobia and related intolerance” but include various underlying biases.

UNHCR reported an assault against a woman of African descent on the metro, and a further assault against a man who was trying to defend her.
ODIHR observes that Spain has not reported on the numbers of prosecuted cases or information on sentenced hate crime cases to ODIHR.
