Мальта предоставила информацию и данные о преступлениях на почве ненависти для отчета о преступлениях на почве ненависти за 2023 год. В 2017 году Мальта реализовала программу БДИПЧ «Обучение сотрудников правоохранительных органов мерам борьбы с преступлениями на почве ненависти» (ОБПН). В 2021 году БДИПЧ провело на Мальте семинар для организаций гражданского общества, посвященный разработанной БДИПЧ методологии борьбы с преступлениями на почве ненависти и ее применению в конкретных условиях Мальты.
В 2023 году законодательная поправка к Уголовному кодексу включила преступления на почве ненависти, совершенные с использованием электронных средств, в категорию уголовных преступлений.

KEY OBSERVATION
ODIHR observes that Malta has never reported information and statistics on hate crimes to ODIHR. In addition, ODIHR observes that Malta would benefit from raising awareness among and building the capacity of criminal justice officials to address hate crimes.
ODIHR recalls that in Ministerial Council Decision 9/09, OSCE participating States committed to periodically reporting to ODIHR reliable information and statistics on hate crimes. Participating States also committed to introducing or further developing professional training and capacity-building activities for law enforcement, prosecution and judicial officials dealing with hate crimes. ODIHR stands ready to support Malta in meeting its relevant commitments through the provision of comprehensive resources and tailored assistance in the area of hate crime recording and data collection, as well as by providing further resources and tailored capacity-building assistance for police, prosecutors, and the judiciary.
