Iceland regularly reports hate crime data to ODIHR. Iceland's Criminal Code contains a substantive-offence provision. Iceland's data, collected by the National Police Commissioner, include cases of discrimination and defamation.

National developments

The Reykjavik Metropolitan Police has appointed a police officer to focus on hate crimes through active community policing and co-operation with subgroups in the metropolitan area.

Iceland has agreed to implement ODIHR's Training Against Hate Crime for Law Enforcement (TAHCLE) and Prosecutors and Hate Crime Training (PAHCT) programmes. Police officers and prosecutors were trained as part of these programmes.

ODIHR observes that Iceland has not reported on cases of hate crimes separately from cases of hate speech and/or discrimination.
