Chapter 29 Section 2
In assessing penal value and circumstances tending to aggravate the offence, in addition to the provisions prescribed for each individual type of offence, special consideration shall be given to whether:

(7) a motive of the offence was to insult a person, an ethnic group or another such group of people by reason of their race, skin colour, national or ethnic origin, creed, sexual orientation, gender identity or other similar circumstance, or

Chapter 16 Section 8 [Incitement against an ethnic group]
A person who, in a statement or in another message that is disseminated, incites violence against, threatens or expresses contempt for an ethnic group, another such group of persons or an individual in any of these groups with reference to race, skin colour, national or ethnic origin, religious belief, sexual orientation or gender identity or expression, shall be sentenced for incitement against an ethnic group to imprisonment for a maximum of two years.
A person who, in a statement or in another message that is disseminated, denies, excuses or obviously belittles a crime that constitutes or corresponds to genocide, crimes against humanity, war crimes or crimes of aggression according to a ruling that has been issued by a Swedish court or by a recognized international court for a crime against international law and that has become final and binding, shall also be sentenced for incitement against an ethnic group, if the act is likely to incite violence against, threaten or express contempt for such a group or individual as referred to in the first paragraph.
If the crime is minor, a fine shall be imposed for minor incitement against an ethnic group.
If the crime is serious, the sentence for serious incitement against a group of people is imprisonment for a minimum of six months and a maximum of four years. When assessing whether the crime is serious, special consideration shall be given to whether the message had particularly threatening or offensive content and was disseminated to a large number of people in a manner that was likely to attract significant attention.
