Армения
Армения регулярно предоставляет БДИПЧ данные о преступлениях на почве ненависти. Армения реализовала программы БДИПЧ «Обучение сотрудников прокуратуры мерам борьбы с преступлениями на почве ненависти» (ОПБПН) и «Обучение сотрудников правоохранительных органов мерам борьбы с преступлениями на почве ненависти» (ОБПН) в 2021 и 2022 годах соответственно.
В 2023 году в рамках парламентской инициативы и в сотрудничестве с гражданским обществом были подготовлены поправки к положениям Уголовного кодекса Армении о преступлениях на почве ненависти. Поправки вступили в силу в 2024 году.

KEY OBSERVATION
ODIHR observes – in the context of the disparity between reported official and IGO/NGO information – that reliable data can only be collected through mechanisms that capture all cases reported to law enforcement, and that victims should be encouraged to report hate crimes.

Racist and xenophobic hate crime
In its "Concluding observations on the combined seventh to eleventh periodic reports of Armenia," the United Nations Committee on the Elimination of Racial Discrimination (CERD) recommended the introduction of a separate definition of hate crime, and its prohibition in Armenian criminal law.
