Черногория предоставляла БДИПЧ данные о преступлениях на почве ненависти, в последний раз в отчетах о преступлениях на почве ненависти за 2019 и 2021 годы.
Черногория реализовала программу БДИПЧ «Обучение сотрудников правоохранительных органов мерам борьбы с преступлениями на почве ненависти» (ОБПН) в 2014 году и провела обновленную программу обучения в 2022 году после изменений в законодательстве о преступлениях на почве ненависти в 2018 году. В 2017 году Черногория приняла меры, позволяющие эффективно привлекать к ответственности за преступления на почве ненависти после решения Европейского суда по правам человека по делу Алкович против Черногории (№ 66895/10).

Racist and xenophobic hate crime
The United Nations High Commissioner for Refugees (UNHCR) reported that the civil society group Juventas conducted training on hate crime for the police.
The UN Committee on the Elimination of Racial Discrimination (CERD) recommended strengthening training for police officers, prosecutors and judges on dealing with hate crime; and establishing a mechanism to recognize, record, analyze and report on hate crimes. CERD also recommends that the criminal code include racial, national, ethnic or ethno-religious motivation as an aggravating circumstance when determining the punishment for crimes.
