About 2016 Data
-
The number presented here refers to police-recorded incidents. The sum of disaggregated figures below adds up to more than the total because crimes can be recorded under more than one bias motivation. Both numbers include hate speech and discrimination incidents, which fall outside of OSCE’s definition of hate crimes.
Hate crime recorded by police
While breakdown of the below statistics by type of crime is available overall, individual bias motivation categories were not reported, hence only the total number for each bias motivation is presented.

INTERNATIONAL REPORTS
Anti-Semitic hate crime
The Personal Representative of the OSCE Chair-in-Office on Combating Anti-Semitism, in his report on a country visit to Norway, commended the country's "Comprehensive Action Plan to Combat Antisemitism," which recommended the creation of a specific category of anti-Semitic hate crime for police to register.
KEY OBSERVATION
ODIHR observes that Norway has not reported on hate crimes separately from cases of hate speech.
